Hong Kong should make national security legislation a priority, according to Luo Huining, the top mainland official in the Chinese-held city. Previous efforts toward a new national security law fizzled out in 2003 when the public engaged in mass protests.

As part of a speech on Wednesday, however, the newly appointed head of the Liaison Office said such a measure was needed after last year’s violent anti-government/pro-democracy protests.

The turmoil, triggered in part by Beijing’s perceived overstepping when it comes to Hong Kong’s autonomy, has settled somewhat in recent months due to social distancing controls put in place to contain the coronavirus outbreak.
